HH’S MEETING WITH OPPOSITION AND THE UPND CIVIC LEADERS IS A SIGNIFICANT STEP TOWARDS DECENTRALISATION AND EFFECTIVE GOVERNANCE-DR. CHISEBE

 

Governance and human rights advocate Dr Noel CHISEBE says the President’s meeting with the independent, the opposition and the UPND council secretaries and mayors is a significant step towards decentralisation and effective governance in Zambia.

In a statement today, Dr. Chisebe said the engagement demonstrates the government’s commitment to empowering local authorities and fostering collaboration.

He noted that the meeting is likely to boost morale, adding that the direct interaction with the President can motivate council officials to work more efficiently and effectively.

And Dr. Chisebe said the President’s emphasis on performance and standards will encourage councils to take ownership and responsibility for their actions.

He emphasised that the meeting promotes a sense of unity and shared purpose among council officials, leading to better coordination and cooperation.

The Governance and human rights advocate underscored that the meeting aligns with the decentralization policy by empowering local authorities.

Dr. Chisebe said the President’s engagement acknowledges the critical role of councils in development and service delivery.

“It promotes autonomy, encouraging councils to develop standards for equipment acquisition, demonstrates trust in their decision-making capabilities.” he said

And Dr. Chisebe noted that the President’s advice on standardization is prudent, as it will simplify maintenance. Standardized equipment will facilitate easier maintenance, reducing downtime and costs.

He further observed that the meeting will ensure interoperability. Standardization will enable seamless integration of equipment across councils, enhancing efficiency.

Dr. Chisebe stated the meeting will also encourage transparency with the promotion of transparency in procurement processes, reducing the risk of corruption.

“Overall, this move by the president should be commended and all stake holders in development, democracy and unity should be met in the same manner if we are to move forward as one.” Chisebe said
