CTPD CALLS FOR GOVERNMENT ACTION TO ADDRESS FLOODING RISKS AMID ANTICIPATED ABOVE-AVERAGE RAINFALL DUE TO LA NIÑA

The Centre for Trade Policy and Development (CTPD) encourages Government to take timely and appropriate measures in anticipation of above-average normal rainfall in Zambia during the 2024/2025 rainy seasons.

In a statement today, CTPD Researcher-Climate Change and Environment Solomon Mwampikita said the potential transitions from the El Niño to La Niña, will present the usual challenges such as flooding and increased risks for waterborne diseases.

He explained that these challenges have often burdened poor communities in previous years, making it harder on their well-being.

Mr. Mwampikita said while the expected increase in rainfall will present immense benefits for the country especially for hydroelectricity production and agriculture, it also calls for proactive measures to address the potential challenges such as flooding, landslides and waterborne diseases like cholera.

He said the heavy rains experienced in early 2023 which affected over 154,000 people across nine provinces serve as a reminder of the risks associated with excessive rainfall.

“Challenges related to flooding have been sustained due to several reasons. To begin with, inadequate infrastructure has always proved to be a major factor heightening the impact of flooding. The lack of proper drainage systems and bridges in most underdeveloped communities consistently leads to pluvial floodings in years of heavy rainfalls. In addition, despite this problem occurring for many years, government efforts have not adequately addressed the core issues allowing it to become an annual complaint. Furthermore, most communities lack early warning information on the weather patterns, as such cannot prepare in advance for what is to come. “he said

And Mr. Mwampikita urged the government to invest in advanced technology and human resources to enhance the accuracy and timeliness of weather forecasts and early warnings to ensure that communities are well-prepared to respond to impending disasters.

“Further, government should prioritize the construction and maintenance of essential infrastructure, such as drainage systems, dams, and bridges, to withstand heavy rainfall and reduce the risk of flooding in flood prone areas.” Mr. Mwampikita said

He since called on the Government to strengthen disaster preparedness by adequately allocating sufficient resources to develop and implement comprehensive disaster preparedness plans, including evacuation procedures and emergency shelters.

“These efforts will not only address flooding but also help prevent the outbreak of waterborne diseases especially cholera which has affected many areas during the rainy seasons.” Mr. Mwampikita said
