ACC ARRESTS TWO LUSAKA BUSINESS PERSONS FOR CORRUPT PRACTICES.

 

The Anti-Corruption Commission has arrested and charged Janet Florence Mangani Chanda a Coordinator for Persons Living with Disabilities in Mandevu Constituency and Steven Zulu an Agent at Autocom Zambia for obtaining percuniary advantage by false pretences in relation to purchase of a Motor Vehicle.

In a statement today, ACC Head of Corporate Communications Timothy Moono said Janet Florence Mangani Chanda, 39, of Zanga Zanga Six Miles and Steven Zulu, 31, of Lilayi Shaft Five have both been charged with one (1) count of Obtaining Percuniary Advantage by False Pretences contrary to Section 309 (a) (1) (2) (a) of the Penal Code CAP 87 of the Laws of Zambia.
Mr. Moono said details of the offence for Ms. Chanda are that, on dates between 1st December, 2020 and 30th June 2021 in Lusaka, being a private person, namely a Coordinator for Persons Living with Disabilities in Mandevu Constituency, with intent to defraud, did import a Mazda Demio Motor Vehicle Registration Number BCD 5885ZM from Autocom Japan and obtained Tax exemption from the Zambia Revenue Authority (ZRA) under Regulation 87 (a) of the Customs and Exercise General Regulations SI No. 54 of 2000 for the said Motor Vehicle by falsely pretending that the Motor Vehicle was being purchased and imported into the Republic of Zambia by Emeldah Chisanga Kabwe, a disabled person registered with Zambia Agency for Persons Living with Disabilities (ZAPD).
He said Ms. Chanda used Emeldah’s National Registration Card and Disability Card in the purchase of the said Motor Vehicle, a representation which she knew to be false.
Mr. Moono noted that details of the offence for Steven Zulu are that, on dates between 1st December, 2020 and 30th June 2021 in Lusaka District, being a private person, namely an Agent at Autocom Japan, with intent to defraud, did import a Mazda Demio Motor Vehicle Registration Number BCD 5885ZM from Autocom Japan and obtained Tax exemption from the Zambia Revenue Authority (ZRA) under Regulation 87 (a) of the Customs and Exercise General Regulations SI No. 54 of 2000 for the said Motor Vehicle by falsely pretending that the Motor Vehicle was being purchased and imported into the Republic of Zambia by Emeldah Chisanga Kabwe, a disabled person registered with Zambia Agency for Persons Living with Disabilities (ZAPD).
He said the importation of the vehicle was done by using Emeldah’s National Registration Card and Disability Card in the purchase of the said Motor Vehicle, a representation which he knew to be false.

In a separate development, Mr. Moono said the Anti-Corruption Commission has also arrested and charged Chefu Beauty Musonda for uttering a false document.
He said Chefu Beauty Musonda, 41, of Mount Makulu in Chilanga, a Stenographer at Ministry of Local Government and Rural Development, has been charged with one (1) count of Uttering a False Document contrary to Section 352 of the penal code and one (1) count of Obtaining Percuniary Advantage by False Pretences contrary to Section 309 (a) of the penal code cap 87 of the Laws of Zambia.
And Mr. Moono said details of the offence are that Ms. Musonda, on dates between 1st January 2010 and 17th June 2011 in the Lusaka, knowingly and fraudulently uttered a false Secretarial and Office Management Certificate Serial Number 4376 to the Ministry of Agriculture purporting that the said Secretarial and Office Management Certificate was issued by Evelyn Hone College when in fact not.
He added that details in the second count are that Ms. Musonda, on dates between 17th June 2011 to 21st March, 2024, being a public officer namely, typist at the Ministry of Agriculture, dishonestly and with false pretence purported to have a Certificate in Secretarial and Office Management by virtual of which she was employed as a typist and did fraudulently obtain pecuniary advantage amounting to K532,392.12 from Ministry of Agriculture, a matter which is prejudicial to the rights and interest of Ministry of Agriculture, a public body.

Mr. Moono said the trio have been released on bond and will appear in court soon.
