Governance and Development Advocates Zambia says the idea of term limits for elected leaders is a topic of significant debate which requires Government’s efforts to allow everyone to participate.
Executive Director Elias Mulenga said that the term limits for elected positions like members of Parliament and Councillors
prevents monopoly of power and can prevent leaders from becoming too powerful or entrenched in their positions by reducing the risk of corruption and promoting democratic principals.
Mr Mulenga said new leaders can bring fresh ideas and perspectives which can be beneficial for addressing evolving societal needs of the people who are the electorates.
Mr Mulenga said term limits will increase Political Participation and encourage more people to run for Political office fostering a more dynamic and accountable representation.
Mulenga says that underperforming and
lack of Experienced leaders can be forced out effectively and experienced leaders who have a deep understanding of governance and policy-making brought in to manage accountable good Governance.
Mr Mulenga said leaders with limited terms of office might focus on short-term goals rather than long-term solutions knowing they won’t be in office to see the long-term impacts which reduces accountability Without the possibility of re-election.
Mr Mulenga noted that leaders in their final terms of office might feel less accountable to their constituents.
Mr Mulenga observed that our Constitution allows the President term limit to two five-year terms, but there are no provisions for term limits for members of Parliament and Councillors which raises a big concern.
Mr Mulenga said we have noticed that members of Parliament and Councillors defect from their Political parties upon the expiration of the president’s term of office to join other political parties and come back recycled to manipulate good Governance Development and Democracy.
